DISPARITION DE PLUS DE 44 MILLIONS DE FCFA ET OPÉRATIONS SUSPECTES SUR LE COMPTE D’UN CLIENT

ACCULÉE DE TOUTE PART, MME KANE DJENEBA SALL TENTE DE JETER L’OPPROBRE SUR UNE BANQUE ET SON DIRECTEUR GÉNÉRAL APRES SON FORFAIT

L’une des plus grandes institutions Bancaires du Mali   notamment la Banque de Développement du Mali (BDM-SA) est accusée d’acharnement contre son employée Mme Kané Djénéba SALL, Directrice de l’Agence BDM-SA de Missira. Cette dernière est à l’origine du détournement de plusieurs millions de FCFA, selon les investigations menées par la Banque.

En plus d’avoir effectué des opérations illégales sur le compte d’un client ,l’arrêté des comptes du 31 décembre 2019 a révélé un manquant de 44.585.000 F CFA dans la gestion du Guichet Automatique de Banque (GAB) de l’Agence de Missira dont elle seule reconnait avoir la clé.

La non maîtrise du dossier par certaines personnes les a poussés à calomnier la Banque de Développement du Mali (BDM-SA) et son premier responsable qui sont irréprochables dans cette histoire, selon les responsables de la BDM-SA.

En effet, il ressort des faits que courant décembre 2019 soit, le 06 décembre de cette année, Mme Kané Djénéba Sall, Directrice de l’Agence BDM-SA Missira informa ses responsables hiérarchiques de son absence pour cause d’accouchement prématuré. Dans pareil cas, le relais est toujours immédiatement pris par le haut cadre qui seconde le chef des lieux. Ici, c’est l’adjointe de la Directrice qui a pris le relais. Par la suite, les clients ont donné l’alerte sur le non fonctionnement du Guichet Automatique de Banque (GAB).

Informés de la situation, les responsables du réseau GAB ont effectué le déplacement à l’agence de  Missira pour résoudre le problème. Cependant, l’accès au cœur de la machine était bloqué. En clair, la Directrice avait emporté avec elle les clefs de son bureau et du GAB.

Face à cette situation, une mission composée des responsables du réseau d’agences, du contrôle et de l’inspection s’est rendue chez la Directrice afin de confirmer l’information et donc de récupérer les clefs d’accès du bureau et du GAB. Mme Kané Djenéba Sall a expliqué qu’elle a toujours porté sur elle toutes les clefs auxquelles n’ont jamais accès ni l’adjointe, ni les autres collaborateurs de l’agence. L’équipe a procédé le même jour au décompte physique du Guichet Automatique de Banque (GAB) et relève un montant de 271.000 F CFA.

Par ailleurs, l’arrêté des comptes du 31 décembre 2019, va révéler un manquant de 44 585 000 F CFA dans la gestion du GAB. ‘‘Interpellée par l’inspection de la banque sur la cause des sommes manquantes, la Directrice Madame Kané se reconnait comme seule responsable car elle seule a toujours détenu les clefs du distributeur automatique de billets. Elle s’est aussi engagée à rembourser les montants en question selon un mode d’arrangement avec la banque’’ nous révèle-t-on.

Les engagements qui attestent de la véracité des faits se trouvent au niveau de la Direction des Affaires Juridiques de la Banque de Développement du Mali (BDM-SA). Quelques jours plus tard, Mme Kané Djénéba Sall a déclaré que le Guichet Automatique de Banque (GAB) a été ouvert en son absence et sans le service d’huissier. Donc elle a rejeté la responsabilité de la perte de l’argent manquant changeant ainsi de version.

OPERATIONS SUSPECTES SUR LE COMPTE D’UN CLIENT

Plusieurs opérations suspectes consistant à des retraits de fortes sommes d’argent et reversées 24 heures plus tard ont été tracées par la suite dans le sillage de Mme Kané, toutes les opérations ont été effectuées au moment des arrêtés des comptes.

En effet, il ressort des investigations que le 08 novembre 2019, le compte d’un client expatrié a été débité de 3 millions de FCFA par Mme Kané et la somme remise en place, le 13 novembre soit six (06) jours plus tard.

Le 27 novembre 2019, même procédé même montant, 3 millions prélevés et replacés cette fois, le 30 juillet 2020. Le 28 novembre 2019, 3 millions de FCFA ont été retirés du compte du même client par la même Directrice pour être reversés, le 29 novembre soit 24 heures après.

‘’Les vérifications ont permis de savoir que pour toutes ces opérations de Mme Kané Djénéba Sall n’avait requis, ni bénéficié d’aucun mandat du titulaire du compte. Elle a donc décidé de son propre chef de modifier les données du client pour les remplacer par sa propre identité et donc de manipuler à sa guise le compte du client sans l’en informer et sans mandat dument établi. Devant cette anomalie constaté la banque a par précaution décidé de bloquer le compte en question en attendant d’en savoir plus.

Constatant l’impossibilité pour lui d’accéder à son compte depuis l’étranger, le vrai titulaire débarque à Bamako et se présente à la BDM-SA, le 09 septembre 2020, pour avoir des explications. Dès l’entame des échanges avec les cadres de la banque, le client a affirmé n’avoir jamais donné un quelconque mandat à Mme Kané pour gérer son compte en modifiant ‘‘son identité’’.

Le client reconnait tout au plus que Djénéba lui a demandé de lui prêter de l’argent et il a autorisé une seule opération portant sur 3 millions de FCFA afin de régler un problème urgent. Les autres opérations de virement, il n’en a eu ni connaissance encore moins les autoriser’’, explique la Banque qui affirme détenir les preuves, contrairement aux allégations du Syndicat National des Banques, Assurances, Microfinances, Établissements Financiers et Commerces (SYNABEF). En plus de la déposition faite à cet effet, signée du client et les services de contrôle de la Banque, des coupons de voyage du client qui prouvent qu’il était bien à Bamako, de même que la copie de son passeport en support à un retrait effectué le même jour de même que d’autres supports. C’est aux regards de ces faits relatifs à l’« atteinte à la déontologie du métier de banquier, faux et usage de faux, violation des procédures» que la BDM-SA a écrit à l’inspection du travail pour demander le licenciement pur et simple de l’agent pour faute lourde.

‘’Après analyse du dossier et après avoir écouté les deux parties (Madame Kané et les représentants de la BDM SA) et le syndicat, l’inspection du travail a requis la clémence de la banque.  Dès lors, en attendant de bien examiner son cas en profondeur et conformément aux textes règlementaires en vigueur, la Direction Générale de la BDM-SA n’a pris aucune mesure nouvelle concernant madame Kané Djeneba Sall.  Néanmoins, elle continue de bénéficier de l’entièreté de son traitement et des avantages dus.

En ce qui concerne l’affaire de détournement de somme d’argent au GAB de 44.585.000 F CFA qu’elle n’a toujours pas remboursés conformément à son engagement préalable. Son avocat dans une lettre du 30 novembre 2020 consécutive à une rencontre du 12 Octobre 2020 a sollicité un règlement amiable, avec l’accord de Madame KANE, dans le sens d’un remboursement intégral et de son maintien à son poste avec tous les avantages’’, nous indique-t-on.

Toujours en est il qu’il est temps de mettre un termes aux agissements de ces personnes mal intentionnées , car le succès et les prouesses effectuées par le Directeur Général de la BDM SA , Mr Bréhima Amadou Haidara et de la première place qu’occupe cette banque au Mali sont indéniables.
