La concertation entre le ministre de l’Administration Territoriale et de la Décentralisation, Lieutenant-Colonel, Abdoulaye Maïga et les responsables des partis politiques s’est tenue hier mardi 13 avril 2021. Pour des raisons de la Covid-19, les participants étaient sur quatre sites différents.

Cette rencontre a surtout porté sur la Commission Electorale Nationale Indépendante (CENI) et ses démembrements ; la réorganisation territoriale. 

Il est important  de préciser que pour se conformer à l’article 4 de la loi électorale, le Ministère de l’Administration Territoriale et de la Décentralisation a sollicité les contributions des partis politiques  pour la relecture des textes régissant les élections, notamment sur la composition de la Commission Electorale Nationale Indépendante (CENI) et ses démembrements et la suppléance des députés à l’Assemblée Nationale. Selon les données fournies par les experts du Département en charge de l’Administration Territoriale et de la Décentralisation, sur 225 partis politiques attendus, 33 ont répondu, soit un taux de 15%. Les considérations générales sur la CENI mettent l’accent sur 15 membres à désigner. Il ressort que le contexte politique et institutionnel actuel ne connait ni majorité, ni opposition. La Loi n°02-010 du 05 mars 2002 portant loi organique sur les députés prévoit des élections partielles en cas de vacance de siège à l’Assemblée Nationale. L’accent est mis sur le coût financier souvent très élevé et un délai contraignant en cas d’élections partielles.

Les analyses statistiques concernant la composition de la CENI et ses démembrements donnent les résultats suivants : 10 sur 33 propositions pour la mise en place d’un nouvel Organe de Gestion des Elections (OGE), soit un taux de 30% ; 06 sur 33 ont proposé une composition de la CENI dont le nombre de membres est supérieur ou inférieur à 15, soit un taux de 18% ;  05 sur 33 ont proposé la mise en place de la CENI sans en indiquer l’effectif des membres, soit un taux de 15% ; 04 sur 33 proposent une institution autre que la CENI, soit un taux de 12%.  Lors du cadre de concertation d’hier, mardi (…)
