LA COCEM OPTE POUR UN ORGANE TRANSITOIRE EN LIEU ET PLACE DE LA CENI
Après analyse du chronogramme électoral publié par le gouvernement de Transition il y a de cela quelques jours , la Coalition pour l’Observation Citoyenne des Elections au Mali (COCEM), a fait des constats et formulé des recommandations. C’est dans ce sens que cette organisation de la société civile, fidèle à sa mission d’observation de toutes les phases du processus électoral, opte pour la création d’un organe transitoire de gestion des élections. Cet organe remplacera temporairement la Commission Electorale Nationale Indépendante (CENI).
La COCEM remarque le maintien du dispositif actuel dans le cadre de l’organisation des élections à travers l’architecture existante notamment le ministère de l’administration territoriale et de la décentralisation, la Délégation Générale aux Elections (DGE), la Commission Electorale Nationale Indépendante (CENI), et la Cour Constitutionnelle. Pour la COCEM, cela est contraire à la volonté de plusieurs acteurs politiques et de la société civile impliqués dans le processus électoral à aller à la création d’un organe unique de gestion des élections. Cette demande des acteurs a été fortement soulignée lors des différents cadres de concertations tenus avec le ministre de l’administration territoriale et le premier ministre ainsi que lors de l’atelier sur les textes régissant les élections au Mali ténu les 25, 26 et 27 janvier 2021, affirme la coalition dans son communiqué.
