QUAND L’ACCORD DE MINSK FAIT PENSER À L’ACCORD D’ALGER

L’Ukraine, depuis une semaine, est envahie par la Russie de Vladmir Poutine. À l’origine de ce conflit, l’inapplication de l’accord de Minsk tenu en 2014 en Biélorussie. Une situation qui fait bien penser au Mali.

 Bon nombre de nos concitoyens ont applaudi la guerre que mène la Russie en Ukraine. L’on pensait, par euphorie ou par conviction de faire mal à la France  avec cette prise de position alors qu’on incite inconsciemment le même scenario dans notre pays.

En effet, l’Accord de Minsk (capitale Biélorusse) signé en 2014 entre l’Ukraine et la Russie prévoyait des dispositions sécuritaires et aussi politiques.

Selon les dispositions de l’Accord  (de source du site Euromaidanpress), le protocole de Minsk comprenait treize (13) points. Parmi les points, quelques mesures sont similaires au cas du Mali.

Il s’agit entre autres du retrait des troupes de la ligne de contact, un cessez-le-feu, une  décentralisation du pouvoir Ukrainien par un amendement de la Constitution, l’adoption par l’Ukraine d’une Loi relative au statut des zones en confit pro-russe.
